Законотворчі ініціативи – перший крок мовного менеджменту в Україні

Abstract

У статті заналізовано сучасні реалії мовно-культурного середовища в Україні; доведено, що за роки незалежності необхідних умов для всебічного розвитку і функціонування української мови в усіх сферах суспільного життя, як того вимагає чинне законодавство, створено не було. Російщення посилило регіональну фрагментацію України й загрожує не лише українській мові, а й незалежності та цілісності країни. Нагальною потребою сучасного політикуму має стати усвідомлення, як не дозволити Росії зробити в Україні російську неоколонію, як розбудити на ціональну свідомість, як сформувати рідне мовно-культурне середовище, як відродити історичну пам’ять українців. Запропоновано огляд законотворчих ініціатив, що могли б забезпечити переорієнтацію мовної поведінки нових поколінь українських громадян.

Topicality of the given subject lies in the necessity of checking the process of consecutive cultural assimilation of Ukraine effectuated by Russia, hence in the importance of analyzing efficacy and performance of modern language policy and also lining the possible strategic variants of its further definition in the sphere of jurisdiction. Modern sociological research determines absolute importance of national language in identification of national identity. What is more, the number of Ukrainians, who denominate Ukrainian as their native language, is rising – 68% (according to data gathered by sociologists excluding the occupied territory). In this article the modern reality of Ukrainian linguo-cultural environment is analyzed; it is proved, that in the course of Ukrainian independence there has not been found the necessary conditions for full development and functioning of the Ukrainian language in all spheres of social life, the way current jurisprudence requires. Ukrainian law “On the principles of the state language policy” (№ 5029-VI, 2012) has not been acceptable to the Ukrainian reality in times of a linguo-national and state renaissance. European Charter for Regional or Minority Languages (ratified in May 15, 2003) does not facilitate the consolidation of the status of the Ukrainian language as the state language. Russification has contributed to regional fragmentation of Ukraine and threatens not only the Ukrainian language, but also the independence and unity of the country. Under the influence of infirm language policy different semantic and structural displacements have occurred, that are aimed to unify Russian and Ukrainian. The understanding of how not to let Russia make Russian neocolony in Ukraine, how to stir national consciousness, how to form native linguo-cultural surrounding and how to return historical memory to life must become the urgent need of modern politics. The necessity of linguistic management is still an urgent need, that fact impelled the parliamentarians to prepare for consideration draft laws, which should have legitimized the right of the nation to self-identification. The survey of lawmaking initiatives is given, that could assure reorientation of language behavior of new generation of Ukrainian citizens.
