Теоретико-методологічні основи кількісної оцінки екологічної оптимізації водокористування міст

Abstract

Розглянуто стан водокористування міст України. Обґрунтовано необхідність екологізації водокористування. Проаналізовано загальну стратегію охорони навколишнього середовища. Ефективна стратегія пов’язана з інтенсивним і раціональним, науково обґрунтованим природокористуванням, направленим на задоволення потреб людини в результатах виробництва і чистоті оточуючого середовища. Визначена структура взаємозв’язків у системі виробництво-природокористування. Проаналізовано теоретичний аспект екотехнології. Встановлено, що оптимізація водокористування може спиратись лише на новітню, прогресивну і досконалу технічну базу, а реалізовуватись лише в екологічно орієнтованому економіко-правовому полі, яке забезпечить впровадження цієї прогресивної, високотехнологічної інженерно-технічної бази водокористування.

The article is devoted to theoretical and methodological bases of research and quantitative assessment of ecological optimization of urban water use. The subject of the article is the current state of water use of cities and its impact on the state of water resources, opportunities and prospects for its environmental optimization to ensure sustainable environmentally development. Methodology. To achieve this goal, in the work the following methods are used: the formalization method, the axiomatic method, and the hypothetical-deductive method. Results. It is established that ecological optimization of water use of cities can be based only on the latest, progressive and perfect technical base, and be implemented only in ecologically oriented economic and legal field, which will provide implementation of this progressive, high-tech engineering and technical base of water use. Implementation of ecological optimization of water use is determined by the structure of directions of optimization and security measures. Originality and practical value. The originality of the article is that the issues of ecological optimization of water use of cities and reduction of the influence of water management complexes of cities have not been sufficiently studied in the scientific literature. The practical value of the work lies in the possibility of developing measures for the practical implementation of water use optimization. Conclusion. Practical measures for environmental optimization of water use and water protection should be closely linked to environmental measures for other elements of the landscape.
