Вектори трактування політичного процесу в політичній науці

Abstract

Досліджено методологічні засади підходів до визначення сучасного політичного процесу. Визначено, що дослідження політичного процесу та намагання сформулювати його цілісну картину породили доволі широкий спектр методологічних підходів до визначення цього поняття та характеристики його сутності. Так, було виокремлено і проаналізовано такі доктрини політичного знання із зазначенням особливостей трактування саме політичного процесу: інституціоналізм, бігевіоралізм, структурний функціоналізм, системний підхід, неоінституціоналізм, теорію раціонального вибору. Окреслено основні концепції інтерпретації поняття «політичний процес», які існують у сучасній політичній науці, а також критичні аргументи, що висуваються стосовно різноманітних його теорій. Розкрито «широке» і «вузьке» розуміння політичного процесу. Відповідно до першого з них, політичний процес охоплює собою діяльність всіх без винятку суб’єктів політики: як тих, хто здійснює політичне керівництво (це, насамперед, уповноважені органи державної влади), так і тих, хто виступає його об’єктами. «Вузьке» розуміння політичного процесу розглядає його лише як діяльність органів-носіїв політичної влади, яка спрямовується на впорядкування, організацію чи трансформацію суспільних відносин. Доведено, що найбільш коректним із методологічного погляду є застосування «широкого» розуміння політичного процесу. Воно виходить із того, що політичний процес не може бути редукованим виключно до діяльності органів державної влади, а являє собою політичну діяльність індивідів та їх груп, політичних структур суспільства, держави, спрямовану на досягнення та реалізацію їхніх політичних інтересів. При цьому загальний вектор політичних процесів визначається не лише рішеннями, які приймаються на рівні державної влади, але «сукупними політичними зусиллями» всіх елементів політичної системи. З’ясовано, що як політичний процес неможливий поза політичною системою, так і політична система не може існувати у статичній формі. Отже, з теоретико-методологічного погляду значущість поняття «політичного процесу» полягає в тому, що воно дає змогу охарактеризувати динаміку формування та розвитку політичних систем.

The article studies the methodological basis of approaches to definition of modern political process. It determines that the study of political process and attempts to provide its holistic picture gave rise to a wide range of methodological approaches to the definition of this concept and its essence. Thus, the following doctrines of political knowledge indicating the peculiarities of the interpretation of the political process were singled out and analyzed: institutionalism, behavioralism, structural functionalism, systemic approach, neo-institutionalism, the theory of rational choice. The research manifests the basic concepts of interpretation of «political process» existing in modern political science, as well as critical arguments relating to its various theories. The author reveals «broad» and «narrow» understanding of political process. According to the first one, the political process suggests the activities of all, without exception, political actors: both those who exercise political leadership (they are primarily authorized public authorities) and those who act as its objects. The «narrow» understanding of the political process considers it only as the activity of the bodies of political power aimed at streamlining, organization or transformation of social relations. It is proved that the most correct from a methodological point of view is the application of a «broad» understanding of the political process. It is based on the fact that the political process cannot be reduced solely to the activities of public authorities, but is a political activity of individuals and their groups, social and state political structures aimed at achievement and realization of their political interests. At the same time, the general vector of political processes is determined not only by decisions made at the level of state power, but by the «joint political efforts» of all elements of the political system. It has been found that the political process is impossible outside the political system, as well as the political system can’t exist in a static form. Thus, from a theoretical and methodological point of view, the significance of the concept of «political process» lies in the ability to characterize the dynamics of formation and development of political systems.
