Діяльність державних органів із матеріально-технічного забезпечення Збройних Сил УНР (листопад 1918 – листопад 1920 рр.)

Abstract

У дослідженні комплексно висвітлено процес діяльності державних органів влади упродовж листопада 1918 – листопада 1920 рр. щодо матеріально-технічного забезпечення Збройних сил УНР у період воєнного протиборства на території Наддніпрянської України. Наукова новизна дослідження полягає в тому, що на основі залучених нових архівних джерел, матеріалів особистого походження та часописів, історичної літератури вперше комплексно досліджено і доведено значення якісного забезпечення урядом УНР потреб військовослужбовців, які захищали територіальну цілісність держави на фронті; використано багатий і різноманітний методологічний інструментарій, що сприяло класифікації джерельної бази, аналітичному та критичному осмисленню історичної інформації для достовірної реконструкції представлених у роботі фактів; визначено особливості діяльності державного апарату постачання в процесі семи його реорганізацій, спричинених: 1) перемогою антигетьманського повстання і встановленням влади Директорії УНР; 2) відступом армії зі столиці та зменшенням підконтрольної державі території; 3) перебазуванням дивізій на територію Поділля в червні 1919 р.; 4) урядовою реформою 29 вересня 1919 р.; 5) відновленням боєздатності збройних сил у січні – червні 1920 р. та відступом союзницьких військ на територію Східної Галичини; 6) переходом Дієвої армії УНР на відвойовану територію Наддніпрянщини восени 1920 р. і початком польсько-радянського перемир’я. У всіх часових відтинках відтворено та пояснено особливості реалізації кожної ланки матеріального забезпечення, визначено як позитивні, так і негативні тенденції. Звернено увагу на те, що міжнародне становище безпосередньо впливало на продуктивність державних інститутів влади в 1919 – 1920 рр. Практичне значення роботи полягає у можливостях застосування отриманих наукових результатів для національно-патріотичного виховання учнів та студентів, особового складу Збройних Сил України, написання наукових історичних робіт, присвячених Українській революції 1917–1921 рр., та розроблення посібників з військової історії.

The research comprehensively covers the activities of the state authorities during November 1918 – November 1920 as to the material and technical support of the Armed Forces of the Ukrainian People's Republic during the period of military confrontation on the territory of Trans-Dnieper Ukraine. The scientific novelty of the research is based on the new archival sources, materials in our personal possession and periodicals, historical literature, for the first time the importance of quality provision by the government of the Ukrainian People's Republic of the needs of servicemen who defended the territorial integrity of the state at the front is comprehensively researched and proved. A powerful and diverse methodological toolkit is used, which contributs to the classification of the source base, analytical and critical understanding of historical information to reliably reconstruct the facts presented in the work; the peculiarities of the activity of the state supply apparatus in the process of its seven reorganizations caused by: the victory of the anti-hetman uprising and the establishment of the power of the Directorate of the Ukrainian People's Republic are determined; the retreat of the army from the capital and the reduction of the territory controlled by the state; redeployment of divisions to the territory of Podillia in June 1919; government reform on September 29, 1919; the restoration of combat capability of the armed forces in January–June 1920 and the retreat of allied troops to the territory of Eastern Galicia; the transition of the Active Army of the Ukrainian People's Republic to the recaptured territory of the Dnipro region in the fall of 1920 and the beginning of the Polish-Soviet armistice. In all time periods, the peculiarities of the implementation of each link of material support are reproduced and explained, both positive and negative trends are identified. Attention is drawn to the fact that the international situation directly influenced the effectiveness of the state power institutions s in 1919–1920. The practical significance of the work lies in the possibilities of applying the obtained research findings for the national-patriotic education of school pupils and college students, the personnel of the Armed Forces of Ukraine, it facilitates the writing of scientific historical works dedicated to the Ukrainian Revolution of 1917–1921, and the development of manuals on military history.
